Question need video editing laptop under 400

My brother wants to edit some videos he records while trucking and just needs a laptop that can edit without crashing.
I suggested he just gets an sd card reader to use with his ipad, but I'm asking around just in case he'd rather have a laptop. He only plans on using it for youtube watching and video editing, but no crazy edits with wild effects though, simple stuff.

For your brother's needs, now he might not need a laptop for simple video editing and YouTube works, but over time, with increasing list of videos, he would be better off with a reliable laptop for sure. I once bought a budget laptop for my gaming needs, but I did end up falling short. At the price of $400, I don't think you'd find a new laptop that is worth for carrying out video editing and other YouTube stuff. You can either go for a refurbished or used version of Acer Aspire 5, HP Pavilion 15, and Dell Inspiron 3000.
