Question net framework error on windows 10

i want to play new games..
and it said need newest net frame work.
im sure it already installed on the machine but it didn
and get me an error when installing it "Microsoft .NET Framework 4.5 is already a part of this operating system, but it is currently turned off. To enable the .NET Framework 4.5, use Turn Windows features on or off in Control Panel."
i try to open windows feature but it blank..

can i edit some registry to turn it on?
help me..

when my computer still fresh.. no game or software installed
the windows feature is work fine.
i dont know what make em error.
