Hello, I would like to ask about TCP/IP. Basically what I want to know is if the TCP/IP function is to interact with the DHCP server to provide an IP address to a system over the internet in order to be this system be identified over the internet by the IP address that the DHCP server provided it?

TCP/IPs function is not to work with DHCP, it's to provide addressing and routing of data to computers. DHCP is used to assign computers IP addresses, but you can have a fully functional TCP/IP network without using DHCP. If you want to know what TCP/IP is, just do a web search.
