New 4k display, have a few questions.

I bought a new 4k monitor because i have a 1070, i wanted to try it out now. It was this korean monitor to give it a go after hearing great reviews. http://www.ebay.com/itm/331754744755?_trksid=p2060353.m2749.l2649&ssPageName=STRK%3AMEBIDX%3AIT Now maybe i'm just dumb, but i'm having an awfully hard time getting most games to go full screen. Whenever i hit it, they just go blank. Then i have to tab out and close it most of the time. Is there a setting i'm missing? Another thing is. Whenever i tab out from games. It'll go to "No signal" Same when booting up. I won't even see my BIOS screen. Once it finally gets a signal i'm already into the windows desktop. Could a shitty Display port cable cause that issue? The time it takes to connect to a signal.

I have it but it annoyingly turn off the monitor within 15 seconds if the display doesn't get a signal in time (changing video modes or booting up). It's very slow at signal detection and someetimes I would have to turn the monitor off and on mulitiple times until it can pick up the display port signal. Anyone have a suggestion for this?

Didn't mean to hit best as answer, but yeah. I guess it could be....But it goes full screen sometimes. I know the signal thing might be, but i feel like theres a setting i dont have checked thats giving me issues.
 
The monitor itself only has one Display port cable, but i want the 60 fps/4k resolution. so that's the only port i can. The ports on the back of the 1070 is Vgi/Hdmi/x3 display ports. I've tried all 3 ports on the back of the 1070. Hdmi/VGI would only allow 30 fps 4k
 
I'm assuming the prior hdmi 1.whatever differs from hdmi 2.0 cables, yeah? If so i don't have one laying around to test, hopefully that would fix it.
