New Build Hard Drive Issue

I recently made a new computer and i got everything set up and when i open my PC, i get a message that says "reboot and select proper boot device or insert boot media in selected boot device and press any key."

Questions:
1. I dont have a SSD.. is it required to solve my problem?
2. Do i need a Optical Disk Drive?

What I've tried:
Making my hard drive #1 boot priority.
Removing my memory and replugging the wires to the hard drive.

CPU: AMD FX-8320 3.5GHz 8-Core Processor
Motherboard: Gigabyte GA-970A-DS3P ATX AM3+
RAM: Crucial Ballistix Sport 8GB (2 x 4GB) DDR3-1600
HDD: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal
Graphic: XFX Radeon R9 285 2GB Double Dissipation
Powersupply: Thermaltake 750W 80+ Gold Certified Semi-Modular ATX
 


hm what do you mean? was i suppose to install windows 7/8 or something? My PC turns on perfectly but it keeps saying "reboot and select proper boot device or insert boot media in selected boot device and press any key."
 


Thanks for the help and a few more questions. Whats an OS? and what if i DONT have a Optical Disk Drive? Can i use a USB?

could i install this with a USB or do i have to buy a disk driver and install it from there?

 


That says it is an upgrade and it wont work to install for the first time. You should have gotten a oem windows 8.1.
 


okay i bought the Window 8.1 pro. is it possible to install the window 8.1 to my PC by using a USB? Because i DONT have a DVD disk drive..
