[SOLVED] New build, long start up times after installing GPU

I helped build a new system with my son. While we waited for the GPU to arrive, we were using an old SSD w/ Windows 10, and an incredibly old GPU. Was working fine, start up from button push to login screen was minimal.

Once GPU got here, plugged it in, updated driver, that was when the 4min startup began. System ran fine once we were in it.

Did clean install of Windows 10, formatted the ssd. Updated driver for GPU, updated bios, updated chipset. Still having the 4min start up. What am I missing?

Windows 10
CPU: AMD Ryzen 7 2700x
MOBO: ASUS ROG STRIX X470-F Gaming
RAM: Ballistix Sport DDR4-3000 2x8GB
GPU: NVIDIA GeForce GTX 1070 ti

Have you tried clearing the CMOS (unplug the power cord and remove the CMOS battery for a minute)?
If yes, and still the same, try testing the graphics card in different pc, or try returning it in order to be replaced..
