Question New Build- NO POWER

Hello everyone,
Started to build a pc from used parts couple weeks ago, but i failed to make it run.
The system:

NO power (1,5W after switch on psu). Of course:
NO MOBO LED, NO BEEP, NO FAN RUN, nothing.
What i tried so far:
1. Plug/unplug the system couple times
2. Power cable tested and replaced. It works fine.
3. PSU checked with multimeter. The voltages seemed fine.
4. PSU looks like new.
5. The mobo condition looks good: I dont see anything broken,burned

Just come to my mind I have no idea about the mobo bios. Maybe its need to be upgraded.
( It requires some 3gen am4 I guess)
But ,is it possible to not update this couse so much harm?
I mean, Ok its wont run, but at least drawing some power, any fan etc.
Even PSU fan didnt spin up. ( It spined during the multimeter test).

Currently I tested it without case and power botton.
Have the same problem when it was in case. I connected at that time those cables according to manual...
When i pushed the case button, it had no reaction.

Did you make sure that the 24-pin connector and the 8-pin connector are both connected? They are in separate locations on the board.

Yes, i did.

Try connecting nothing else but the power button leads and the two power connectors and see if it triggers that way. Make sure to not have anything else connected to the power supply at the time, just those to see if you get any reaction at all.

My first thought would be dead motherboard.
You could try the paperclip test on the power supply.

Try connecting nothing else but the power button leads and the two power connectors and see if it triggers that way. Make sure to not have anything else connected to the power supply at the time, just those to see if you get any reaction at all.

Still no reaction.

I did the test. All of the voltages are fine.

Definitely sounds like the motherboard is DOA.

UPDATE:​

I tried to make a bios flash with only mobo+psu+pendriwe.
One red led, couple white and the psu fan is running.
None of them happened before.
The bios flash still running after 2 hours...
