New Build not turning on

Just bought a new CPU, MoBo and RAM. The MoBo is a AsRock Z170 Pro4

Checked everything i could, but its not turning on.

I think it has something to do with the power cables (for the power button) or the hard drive, there is one slot on the hard drive that doesn't have a cable plugged in (would that stop it powering on at all?)

Before this, when i turned the power on via the switch at the back, the PSU was "revving" and the LED lights on the side fan were turning on and off. (i didn't even press the power button)

Not sure what that was about. The PSU is a Corsair 750W if that matters.

Any ideas?

Please post your full specs - especially the PSU (is it the Corsair CX750?)

Noise from the PSU while it's not powering the rig is concerning.
Missing either a Power or SATA cable from an HDD shouldn't stop the rig posting, so something is wrong for sure.

Did you breadboard? Outside the case, motherboard+CPU+HSF+1xRam+PSU connectors? See if it posts then?
