New hard drive ticks

I've put 3 new WD hard drives in my Dell XPS 17in i5 laptop and all 3 of them keep ticking. If I remove the drives and run an OS from the CD no ticks ever happen. I've reloaded Windows 7 64bit on all of the drives. The bios doesn't have any options for the hard drive. I disabled speedstep but that didn't help. I'm stuck. Any suggestions?

I meant to say that I've tried 3 different new WD drives. One at a time.

by ticking do you mean more like clicking ?
Do they work on other computer ok?
if they work fine elsewhere but not laptop its possible bad sata controller
