I just bought a new hard drive to store my games. When I start to play any game, even games to low spec PC, I'm having stutterings. so I took a screenshot in the task manager to see what is happening

That is what you should expect in hard drives.

HDDs are not designed to read things rapidly so the minute you do a lot in a 3D game, you're prone to see some stutters here and there.

I myself used this drive and it shows stuttering for some games even simple ones at that. I replaced it with an SSD.

What launcher are you using to run the game? If it's steam, try running the game on the SDD and see if that works.

Barracuda is not a really well engineered drive for games.
