Question New high end PC stuttering/lagging in all games.

Hello, so i have pretty unusual problem and im looking for PC magician of some sort :grinning:
I wanted to build my new PC all by myself and did so, wasn't that complicated but i ran to some issuess right away starting with my AIO liquid cooler's LCD screen from corsair not working (everything plugged correctly(probably some software issue)) to my AIO liquid cooler pump not starting when i turn on PC and my temperature going to 88 degree on CPU (Usually just have to turn off PC and turn back on and it "clicks" and its working as intended) But let's not dive into that to deep as this is not my main issue, just wanted to mention that incase it could have some potential connections to my actual problem.

So the main issue i have is stuttering/lagging randomly in all of the games i tried so far despite very high FPS, while lag happens my GPU usage usually drops to low % or to 0% while my RAM and CPU usage is stable when this happens so it is not CPU related i guess. So my screen freezes or stutters randomly for couple of seconds and than back to normal, sometimes i can play longer without any issues and sometimes games are unplayable at all (depends from my PC's day i guess haha).

The PC is fresh, all the parts and windows11 - everything new.

My specs:

Motherboard: Asus prime z790 -a wifi
GPU: RTX 4070 Ti Super (Palit game Rock)
CPU: Intel i7 14700KF
RAM: 32gb(2x 16gb) corsair vengeance ddr5 5600MHz
PCU: Corsair be quiet 750W 80 plus GOLD
Storage: 2 ssd Nvme discs, 1tb and 2tb


The list is veryy long but here are the most things i remember that i've tried already:


Drivers:
Yes, uninstalling with DDU, GPU drivers reinstalled - didn't help
Newest chipset from intel - didn't help
Motherboard drivers - didn't help

BIOS:
Newest version of BIOS? - yes.
XMP on/off didn't help either
Restore to defualt settings - didn't help

Other(fun part):
Tried disabling HPET - didn't help
Tried disabling HD audio - didn't help

I did set my power plan in windows to high performence
There is nor RAM leeking

Tried launching latency mon on desktop and ingame and results are like this:

On desktop: ALL green, nothing, just everything normal and message saying that all is GOOD

So i tried to somehow get rid of "Wdf01000.sys" problem but couldn't, tried reinstalling it and my windows just got bluescreen so i had to backup my windows.
I tried many other things not listed here but nothing helps and im giving up. Any ideas?? Please help 🙁

RAM: 32gb(2x 16gb) corsair vengeance ddr5 5600MHz
The sweet spot for any DDR5 platform(both Intel and AMD) are DDR5-6000MHz with tight latencies. There's performance left on the table. I'd see if you can return and swap the existing kit for a higher spec'd kit.

Newest version of BIOS? - yes.
For the sake of relevance, can you please state the BIOS version you're on at this moment of time. As for the BIOS, if you flashed it prior to creating this thread, did you clear the CMOS after verifying your BIOS was successfully flashed?

Storage: 2 ssd Nvme discs, 1tb and 2tb
Please elaborate and state which slots they're populating on the board.

The PC is fresh, all the parts and windows11 - everything new.
Did you install the OS while all your drives were hooked up? You're advised to install the OS in offline mode, while all drives except the one you intend to install the OS onto is hooked to the motherboard. While yet in offline mode, install all drivers manually in an elevated command, i.e, Right click installer>Run as Administrator.

PCU: Corsair be quiet 750W 80 plus GOLD
Corsair and Be Quiet! are two different brands, which one do you have? Please mention the model of the unit as well. As it stands you merely included the advertised wattage and the advertised 80+ efficiency rating.

You forgot to mention the make and model of the AIO and the case you're working with. How is the cooler oriented in your case?

Stuttering is caused by a temporary lack of a critical resource. Usually cpu.
Check to see what else is running that might interfere.
Sometimes apps interfere by checking for updates.
I googled Wdf01000.sys and it suggests a bluetooth issue.
Fix that and you may solve the stuttering issue.
I tried disabling most of the things, so nothing really running in background that could interfere.
I turned off bluetooth now, will test if it helps.

RAM: I don't think i can swap this now but can upgrade in the future if it's this that is causing the issue.

Bios ver. 1805 x64, yes i cleared CMOS - and attached a screenshot from GPU-Z

Storage: What do you mean by that? Just 2 of the 3 empty slots on my motherboard, one directly under CPU second under GPU on the right side.

Windows 11 installed with only one drive, i bought second couple days later. When i removed my drivers with DDU i indeed installed them in offline mode to be sure it is not what's causing problem and it wasn't the case.

Power supply: Sorry i made an mistake there i have: CORSAIR 750W RMe SERIES™ MODULAR 80 PLUS® GOLD, ULTRA QUIET

My case is: lian li o11 dynamic evo rgb and AIO cooling: iCUE h150i ELITE LCD XT display, cooler is oriented on the top of the case, i can provide photo of the PC also if requested but temperatures are not the problem as they remain normal while gaming, both of CPU and GPU.

I checked the bluetooth option, sadly it didn't help :/
