New IS7 Boot Failure

I have a new IS7 which fails to provide a display or any boot code beeps.
It is brand new from DABS with new components all from DABS; Thermaltake
Truepower 300W PSU, Intel Celeron 1.7, ATI 9200 SE, 2 x 256MB Crucial 184
(as recommended for this board by Crucuial). All components have been
tested on an Abit BH7 and work fine, my monitor (AOC flat screen with DVI
and VGA input).

I have tried in two cases (both with working speakers) and tried an old PCI
S3 Trident video card. No joy.

The power seems OK as both the green and red power LEDs illuminate as they
should. The CPU and chipset fan run but no beep(s) or video output at all.
Is this a damaged board that needs returning?

do you have *both* the ATX and AUXATX power leads connected to the system
board? have you tried it out of the case on a safe work surface with video,
ram ,cpu & heat sink, and power connected? no front panel leads and no
drive ribbons/leads connected and short the power on pins manually to see
what happens...
