Question New motherboard, cpu and ram computer freezing

I just bought some new components my computer. When I have assembled everything my computer freeze when I try to install windows, when I try to boot into windows or when I try to launch Ubuntu from a live USB stick.

What I have tested so far is my power supply, motherboard, and ram with memtest86. So it could only be my CPU right? First, I thought I got a defect motherboard, so I send it back but with the new one, I have the same problem.

When I turn the pc on the led in the bottom right corner (CPU, DRAM, VGA, and Boot) all but the boot is flashing. Is that normal?

Spec:
Motherboard: b450 Aorus pro
GPU: GTX1070
Ram: Corsair 16gb 2666mhz
CPU: Ryzen 2700x
Power supply: 650w XFX pro

Try booting with 1 stick of RAM - testing each slot.

What were the new components you got?

The ram, motherboard, and CPU are the new components.
I have tested in each slot, ram slot 4 and 2 aren't working (no boot), which makes sense. But no luck on 1 and 3
