Question New PC Build Screen Stuttering

Hello, I have upgraded my processor (Ryzen 5 3600x), motherboard (Asus X570 Prime-p), RAM and PSU and everything was great in the beginning. Then i have updated my chipset (i also tried uninstalling the update) at some point and now there is 50% chance that my PC will Lag/Stutter on launch. All the temperatures seems to be ok, the CPU and GPU usage is normal. No idea what might be causing this and it drives me insane. Does anyone have any idea what might be going on here? Sometimes it goes away when i restart it, sometimes it doesn't.

Also if it doesn't happen on launch, it will not happen during any gaming session or when it's on.

Hey, yes i did a fresh install.

PSU - Corsair RMx Series RM650x 650W, 80 PLUS Gold
CPU - Ryzen 5 3600x - 57.74 C temp while gaming according to Ryzen Master
GPU - EVGA Nvdia GTX 1070 - Acoording to EVGA Precision, around 64 degrees whila gaming
SSD - Windows are on it - Samsung SSD 840 EVO 120GB - 44C
HDD - Some WD model ST2000DM001 - 33C
RAM - 2x8 gb Corsair Vengeance LPX 16GB (2 x 8GB) DDR4 3200MHz CL16

CPU usage increases to like 30-40% while gaming and GPU usage is around 60-70% while gaming, depending on game. While idle it's 0%, sometime jumps a bit but doesn't stay like that
