Hi, first time builder here. My components are listed here: https://pcpartpicker.com/list/bQj68Q (I also have a Western Digital HDD and two Seagate HDDs installed, but they're not connected).
My problem is that I've put everything together, I turn it on, and it doesn't display anything. And before everything, yes, the HDMI cable is plugged into the GPU, not the motherboard. The motherboard displays LEDs for "boot" and "VGA". It also usually booted down after a few minutes after I'd turn it on. After a bit of despair, I decided to leave it for tomorrow.
Today, I've done what my friend suggested and re-seated the GPU. While I was doing that, I re-seated most of the other big stuff as well (air cooler, RAM, GPU, VGA cables (both in the PSU and GPU ends), and motherboard 24-pin cable. I tried booting without the GPU installed and successfully got to the BIOS (pic related is what it displays). My friend then suggested putting my old GPU (RTX 2060) into my new computer. Still didn't display anything. I think it's better than yesterday, though, because after a few seconds, the LEDs go off. For reference, the lights on the Hellhound GPU light up (and turn off with the little switch) and the fans spin when starting up, but turn off after a few seconds (I assume, because card isn't doing much).
My friend thinks the motherboard might need to be RMA'd, but I feel like it might be one of the cables or even my monitor itself. Is there anything else I could test to check things? Also, the motherboard is on version 3.06 and the latest is 3.10, but it says the earliest version needed for this CPU is 1.17, so I figure that's fine.

I'm sorry if I'm not providing any crucial information, if there's anything I'm missing, please ask. Also, my friend suggested testing the new GPU in my current computer, but that's a task for tomorrow, since I'd need to remove the hard drive cage just to fit it in. Please and thank you for any help with my issue!

As far as I can tell, it fits in the case and on the motherboard fine and the clamp clicks in when I put it into the closest PCI-E slot.
Another of my friends suggested putting it into the second PCI-E slot on the board just to try it, but the GPU is massive and doesn't exactly fit well with the cables. I'll probably have to try that tomorrow, just to see if the top PCI-E slot isn't working properly.

Make sure there isn't any debris in the slot itself. The PCIe x16 slot nearest the CPU is definitely the preferred one to use.

Have you considered removing the motherboard from the case and powering it up outside the case (called breadboarding)?

When you installed the motherboard, were there any extra stand-offs/mounts under the motherboard itself that you did not use? Like an extra one?

So, I think I found the problem. I tried plugging my HDMI cable into a different TV (Sylvania LC321SSX) from my monitor (E32-D1 Vizio) and it finally displayed while plugged into the GPU. I don't know exactly why that was the problem, but it displays, thankfully.

But now a new question arises: Why won't it display on the Vizio monitor and is it possible to configure it to be able to work with it? Any ideas? I don't think it's the HDMI cable, not only because I've used at least 5 different cables now, but because I plugged into my new PC, then into the TV (it worked), and then took it out and plugged it into my monitor (didn't work).

Any ideas?

If you're asking if I've tried displaying on both HDMI 1 and HDMI 2, then yeah, I've tried that as well. No display on either. (Sorry if I'm misunderstanding what you were asking here.)

I've decided to just get a new monitor (the Sylvania TV only displays up to 720p, so it's not the best on a PC that can go up to 4K). It's a few years old now and has a bright spot, so it needed replacing, anyway. I still really want to solve the problem, though.

Your post got me to try plugging the HDMI cable into the motherboard again and lo and behold, it actually displayed something. I'm positive I tried that previously and got nothing. Either way, that helped me finally have decent access to doing stuff on the computer and I updated all the relevant drivers.

And I finally found my solution: Updating my GPU's drivers. Well, either that one of the other drivers I updated (CPU chipset drivers could potentially also be it, unless that doesn't make sense). Regardless, it displays when plugged into the GPU now.

Sorry, if that sounds like the most basic thing to try before other things, but I was focusing on all the other things I did first, since I didn't really have access to doing stuff with the computer until today. Either way, I'm happy that it finally works after all that work.
Again, sorry for all the trouble, but thank you for the help along the way.
