New PC Problem

Ok so i just ordered parts off the internet for my new pc. I have everything plugged in and set up, and then i plug in my power supply and flip the switch, and it makes this weird whinning noise, at first my friends thought it was because the psu was bad but i tried another one which i was sure worked and it still made the same sound. Anyone have any idea what problem i might have any help would be much appreciated, thank you
 
"Weird Whining noise"?

Something like a whine from a fan, or more like a speaker-generated beep/warble/siren?

Do you actually see anything on the screen?

No like after i turn on the power supply it makes this noise, but the computer isnt even booted up yet, and wont boot up, im thinking its something with the motherboard but i dont know what or where
 
What does the noise sound like?

Take the case off, boot it up and try to hear whereabouts it's coming from.

Unplug everything apart from CPU, 1 stick of RAM and the gfx card, and see if it gets anywhere.

Ok well one thing i know is that when i unplug the power to the motherboard the sound stops when i turn on the psu, so im guessing its a problem with the motherboard, since nothing else is making the noise that has power to it
 
Try unplugging most of the stuff like I suggested above.

If you still have problems, try removing the motherboard from the case, and place it on a non-conductive surface (a wooden table, or on the box it came in), and plug in power, RAM & graphics, and try it like that.

If that works, then it must be shorting out against the case - you've probably got a little rogue metal standoff screwed into the case, which doesn't line up with a screw-hole on the motherboard.

What components are you using? If it's a P4 system, make sure you've plugged the little square 4-pin connector from the power supply into the motherboard as well as the larger 20-pin connector.
