New video card seems more laggy then older

Old 8800 gts died and I went and bought 2x asus 560gtx and figure it would be fun to sli them, but it seems really laggy. Everything in my system is about 4 years old, don't want to upgrade unless I have to.

psu : coolermaster 1000w not sure of model
mobo : ASUS L1N64-SLI
cpu: AMD Athlon(tm) 64 FX-74 Processor (4 CPUs), ~3.0GHz
OS : windows 7 64bit
Ram : 8gb patriot ddr2

Am I being bottlenecked or not enough power? The cpu's aren't overclocked, not really sure how to do that really. Amd's program didn't work with windows 7.

I'm sitting here watching my fps and cpu usage...the usage only gets to 35% while playing the game I am on, and the fps was up to 160 idle while moving around it went down to 50-60 and randomly dips down to 30-0 which is where I freeze up and it's hard to move. I'm playing an mmo not a fps so I don't need the best fps always but I would just like to move easly and freely and not freeze up. Is buying a new cpu and motherboard really my only option? Well no I guess I could see if I can send these 2 cards back and go and find another 8800gts somewhere. Changing the graphic settings really does hurt the fps, I think at max graphics I was getting 50 fps idle, Oh I have also changed the power options in window 7 to max performance, I think that did get me another 50 frames in this game.
