Question Newly Built System Doesn't Like my 4070

Specs:

SSUPD Meshroom S V2
i7 11700k
Gigabyte Z590I AORUS Ultra LGA 1200
Samsung SSD 990 Pro M.2 (OS - Windows 10)
Samsung SSD 980 M.2
Corsair Vengeance 32 GB
ASUS TUF RTX 4070 Ti
Corsair SF750 PSU

Not my first build, but it is my first ITX build

So, when the GPU is connected, the PC will take longer to boot, sometimes not at all, and will lag doing simple tasks, ie. running HWMonitor. I updated all of the drivers through Nvidia. Sometimes, the PC will lag really bad, then error 0x0003 appears, other times the PC will crash completely and reboots itself. And BIOS doesn't recognize the GPU for some reason.

If I unplug the GPU completely, PCI slot and power, then plug the HDMI cable to the motherboard, the PC runs fine.

What could be the issue?

They claim the riser cable supports PCIe 4.0, but if you damaged it during the install it may be causing you issues. One easy thing to try would be to force PCIe 3.0 mode in the BIOS to see if things improve.

I know its not fun, but remove the computer from the case and build it on top of the motherboard box, installing the GPU directly in the PCI slot to see if its a card issue or cable issue.
