Question No display output on HP OmniBook XE3

So I have an old laptop, an HP OmniBook XE3 GC.
When I turn it on the fan spins up and the power LED lights up. If an HDD is added the HDD LED also lights up (not blinking).
However, the keyboard is unresponsive. Like CTRL+ALT+DEL does nothing, and keys like Caps Lock doesn't turn on the indicator LED when pressed.
I removed the network card and it's still the same. If I remove the RAM it turns on but after some seconds it reboots. Same with the CPU.
I tried placing the RAMs in both socket.

What might be the problem? Any help is appreciated.
