So the issue basically is, when I press the computer's power button, it generally starts up. However, I notice a quick blink of a white light and the fan spins really fast for a short time on the GPU. Then, I hear the Windows starting sound, but the screen stays black and the monitor doesn't seem to get any signal from the GPU. But I think the computer is still working fine in the background. Now if I press and hold the power button for more than 5 seconds to force restart the computer, then everything will boot normally. (The fan doesn't spin too fast, the white light doesn't blink, and the screen shows up as expected) The PC will run for hours without any issues.

When it happens?
If I normally restart the computer or if i shutdown and turn in back on within short period of time, the issue doesn't show up. It only happens if I try to start the computer the next day after shutting it down and unplugging it. This has been happening at least for some months now.

Troubleshoot I've tried:
  • turned off fast startup and hibernation from windows power settings.
  • reset MSI Afterburner profile and disabled windows startup option.
  • stress tested the GPU to see if something is unusual but nothing seems extraordinary.

Computer Specifications:

Software
  • OS: Windows 11 version 22H2 build 22621.2134
  • AMD Adrenalin Software: 23.5.2
  • Radeon RX 580 Driver Version: 31.0.14057.5006
Hardware
  • Processor: AMD Ryzen 5 2600
  • Motherboard: Gigabyte B450M DS3H
  • Graphics Card: Gigabyte RX 580 Gaming 8G
  • RAM: Corsair Vengeance LPX 8GB DDR4 3200Mhz
  • Storage 1: Gigabyte UD Pro 240GB SSD
  • Storage 2: Seagate Barracuda 1TB Hard drive
  • Power Supply: Antec VP500P Plus 500watt
  • Display: ViewSonic VA2215-H

The whole setup has been around 2 years old at this point but it wasn't used as a regular though (on average 5 days a month). Let me know if you need some more info to help me troubleshoot and get rid of this issue.

Hey sorry to revive a dead thread but did you ever solve your issue?
Yes. I'm not sure what might have been the reason but changes I've made since:

  • Reset GPU undervolting profile and uninstalled MSI Afterburner.
  • Removed AMD Adrenalin Software (using DDU) & installed in Driver Only mode.
  • Updated my monitor driver (tho I suspect it was up to date already)
  • Reset and Updated BIOS to the latest version.
  • I've been powering off the PSU (via the back power button in PSU) before unplugging the Desktop from power outlet and power it on after plugging in.
