Question No Intel(R) Adapters are present in this computer please help

Hi I just reset my computer and deleted all files and drivers because I was having fatal errors, now everything is running but after installing everything that came with my pc when I ordered it I noticed that I was unable to connect any network settings, it simply says “No Connections are available” I have tried literally everything to try and get it work, the closest I got was I went over to a friends house to download the Intel(R) Network Connections driver onto a USB and I thought that would work, but then when it was trying to install the driver and it said it couldn’t install because of the error “Cannot install drivers, No Intel(R) Adapters are present in this computer.” so then I looked up this error and it told me to delete my network adapter in device manager and then to restart and it would come back, but it didn’t come back and now I have completely no idea what to do nothing online comes close and every “fix” is for windows 10 I’m on windows 8.1 Please if anyone knows anything I will try it. thank you
 
By reset I hope you mean by performing a system reset using the restore option in the OS. If so, if you don't have personal data on the (installation)drive then I think you're best off trying to reinstall the OS after you create the bootable installer using Windows Media Creation Tools. By computer are you referring to a desktop or a laptop? If a laptop, you might want to include the make and model of the laptop and an SKU for good measure. If a desktop, you're going to have to include the specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

If a prebuilt, include the make and model + SKU.

Yeah sorry it’s a prebuilt by ironside pc,
For make and model it just says To be filled by O.E.M. For both I don’t know what that means
Desktop:
CPU: Intel(R) Core(TM) i7-4790K CPU @ 4.00GHz
MotherBoard: Fatal1ty ASRock Z97x Killer/3.1 series
RAM: 16.0 GB
No SSD
HDD: 4 TB
GPU: GeForce GTX 970
PSU: No idea
Chassis: the case says RaidMax on the front with an IronSide logo so I assume it’s custom
OS: Windows 8.1

And to answer your question yes I reset it through the OS like I pressed the button reset and then put in the windows CD that came with the PC and it erased everything.
