[SOLVED] No LAN connections work

I built a PC a few years ago and LAN has never worked. I can't join LAN servers for any game nor can anyone join me, mobile hotspot for windows 10 will display a connection, but devices get stuck at resolving the IP. I've turned off the firewall, disabled IPv6, and I have no other ideas of what to do. Internet works fine and I can join non-local servers.
I am running a Ryzen 5 1600x, RX 580, 16Gb DDR4 RAM, Atheros AR938x wireless adapter.

Not sure about what has been (or has not been) happening.

I started to wonder about some necessary process not being started, running, or even being stopped.

Took a look at Task Manager Services and did some research.

Came across the following Microsoft links:

Quite a number of things to look at and do.

And there are other options:

Windows built in troubleshooters.

sfc /scannow

dism
More information needed.

Update your post to include full hardware specs.

Do other devices on your network connect?

What make and model modem, router, or modem/router (if combo)?

Who has full admin rights to the network router? You will most likely need assistance from that person.

Are you able to run and post the results of "ipconfig /all" (without quotes) via the Command Prompt?

All other devices are able to connect to each other via LAN, with the exception of my own. I am currently in my dorm so I don't have access to the make/model of the modem or router, however this problem has remained regardless of the network I am on (Three separate networks have been tested.)

Did you get or do you have antenna extension cables for your wireless adapter? Just getting the adapters up and away from the back of the PC may help.

However, if you are in a dorm then most likely you will need assistance from the school's supporting IT staff.

It may be school policy to block certain websites.

That said: You mentioned trying 3 different networks: were those networks at home, off-campus - where?

The three networks are two at home networks using two separate routers, and the third is the dorm. I have never had any issues connecting to the internet, just to LAN based activities. I don't have any extension cables for my antenna unfortunately. I'm A+ certified but I've always been at a loss on this for the 4-5 years I've had this computer. Considering the problem I'm sure you can understand why. It just doesn't make sense that I'm able to access the internet, configure my router, etc. and yet cannot join a LAN server. I'm not sure if a specific windows feature controls this or if there is an adapter option that's supposed to be on and isn't, but whatever it is, it's not something I've seen before.
