Apologies for the spaming , is this acceptable psu, I cann see that it can output 590 watts in one line

probably 90% of computers worldwide are actually running on "group regulated" PSU.
That's not true. Most of the computers worldwide are OEM build units like HP, Dell and Lenovo which are usually 12vO for the past decade.
You can't expect a stable operation from GR units in combination with recent GPUs because those GPUs pull all the power from 12v. GR units really struggle with the voltage regulation and 5v and 12v go out of spec. Even double forward with DC-DC is not recommand because the response time of DF is to high for power spikes. With a recent GPU you want nothing else than a decent LLC + DC-DC unit.

You are wrong.

Most of computers worldwide are built by small manufacturers, retail shops and consumers themselves. Those computers use regular motherboards made by large manufacturers like Asus, Asrock, Gigabyte... and they use regular PSU.

12VO is actually a solution to a problem that HP, Dell and Lenovo want to solve, it's not yet a standard like ATX. The 12VO can make the PSU simpler and cheaper, however it also makes the motherboards more complicated as the motherboards must supply the 5V, 3.3V... by themselves to components like CPU, SSD, HDD...
