No post/beeps, power supply runs

So I am trying to figure out which component is the problem.

When i turn on the computer, everything runs - fans, gpu fan, cpu fan, lights, hard drive spins, etc. BUT there are no beeps, no post, and just a black screen.

So far what i have done:

Tested power supply (using the paper clip method, aka not attached to mobo) - fans run, hard drive spins again

Removed ram, started computer, got beeps from missing ram. Reinstalled ram and the computer started, got a login screen and logged in, then all of a sudden got a blue screen of death. <-- have repeated this method and have not succeeded

Reinstalled graphics card, which seems to be fine since the screen has shown for the method above

I do not have another computer to test the parts individually and the computer currently just turns on with no beeps or post with everything spinning (fans, hard drive etc.)

Please help!

Yes i've gone through most steps except resetting the bios because it will reset to onboard video and I do not have a VGA cable for my monitor

I do not want to resort to this until I have tried everything else.
 
Even though the PSU passed the paperclip test it does sound like the PSU has failed.

The paperclip only shows the PSU can turn on and off. It does not tell anything about the voltages and current status of the PSU. If these are off/out of spec the motherboard will shut down and not always gracefully.

Try a different PSU and report back

oh also left out an important note, occasionally the PSU (when i first start it up) will run for about 2-3 seconds, shutdown and then restart and continue to run the fans, etc.

so i'm guessing that sounds like a psu problem?

some old mobo (from a dell computer)
6GB DDR2 RAM
EVGA 512MB 9600GT
OCZ 600W ModXStream Powersupply (installed this 6 months ago, ran perfectly)
 

Exactly. Try with another PSU if possible, Stay out of generic PSUs.
 
Can you place the motherboard on a non-conducting surface outside of the case along with your power supply? (Wooden table would be fine or even a stack of books if your on carpet). Use only CPU and a single memory module (this will at least minimize the possibility of other components being a problem although it is possible they are culprits as well). Connect your power supply not forgetting the 12V power connector for your CPU. Reset the CMOS jumper. Short the +/- Power pins on your motherboard's header and the machine should power on. Lets go with those results if you don't have another PSU to work with.
