No videos will play on any browser

So I wake up this morning and start up Chrome. Upon opening chrome I get an error message saying that my Default/History is corrupted. Fine, I look up a solution which is to delete the History file in "appdata/local/google/chrome". After I restart Chrome all my bookmark bar is different and all of my bookmark icons are blank. I re-sync my google profile to fix this. Then I go to open a YouTube video, and it doesn't load. It will buffer twice then give an error code. So I check other video sources like Vimeo and Netflix. They won't load either even on other browsers. I've tried looking up for solutions, but I've had little luck finding issues similar to this.

Here is what I've tried to fix this:
- Re-installed Flash, Quicktime, Java.
- Cleared history, cookies, and cashe on all browsers.
- Re-installing Chrome.
- I've run both sfc /scannow and Dism /Online /Cleanup-Image /RestoreHealth on CMD (Admin). Windows didn't show any errors.

I'm also having issues with the action center on windows. It keeps showing notifications, but I can't open it to clear them. I don't know if this is related or not. Thanks for the help!

Edit 2: SOLVED: The problem was with my AMD driver. Reinstalling it fixed the issues.

Try reinstalling chrome completely, or restart your computer.

The thing is that it isn't just Chrome doing this. IE and Firefox are doing the same thing, but I'll try re-installing.

AMD Driver was causing errors. Re-installing it fixed these issues.
