gigabyte z390 aorus pro, i5 9600k cpu, and ssd with 16gb ram and it takes my pc 20 seconds to to boot up??

List all of the usb peripherals plugged into your computer.

Logitech wireless mouse and keyboard.....It took 17-19 seconds to boot to bios with no OS

My son thinks it's because at the moment I use a VGA cable for my monitor instead of hdmi

That is completely not out of the ordinary.
The BIOS can easily take 15 seconds to do its thing, before Windows and the SSD come into play.

There's also fastboot settings in the bios for some motherboards.
