One computer slows network from 300Mb/s to 8Mb/s after power surge

Network was running fine up until 3 days ago when power surged. Now when one particular computer is on and signed in it slows the network from 300Mb/s to 8Mb/s. If this computer is off or on without being signed in the network speed is fine but as soon as I log onto this computer it slows the entire network down. I'm not sure what the problem is I have done virus and malware scans as well as registry scans.No new software has been downloaded to the computer. I'm at a loss as far as what to do or what is going on and am trying to figure out a solution without reloading the computer. The computer is hard wired to the router if that means anything. Try using an add-on network card.
