Question One of the GPU fans spins at random speeds ?

I have an EVGA Nvidia RTX 2070. The GPU has worked fine for years. However, recently one fan has begun to spin at random speeds. It varies from 0 to 100% and has no correlation to GPU load. The RPM still shows up in the EVGA X1 software but changing it manually has no effect. Any idea what could be causing this?
