Question only 65% used, still getting "not enough RAM" error

I have 16gb of ram, I use a lot of programs all at once and the memory usage gets up to 65%, usually around 65%-70% I get a lot of errors, I want to use my ram up to at least 90% but I can't.
please help.

Do you have a pagefile defined? JAVA programs may have problems that are not related to physical RAM, but to allocation of RAM.

I didn't really understand you, sorry for my low knowledge of computers.

I do have java and I have configured its settings in the past.

so part of the problem got solved
I opened "configure java" and removed the thing that gave it 4gb of ram, now I can use up to 80% of my RAM
I consider this a success, but still, I think that I can reach higher than 80%.
