Radeon RX 5500 XT

I get 400-500 FPS on VAL but I get wild and random stutters. It's the only game that it happens, any ideas?

ATTEMPTS AT FIXING:
-STOP Monitor overclock from 270HZ to the stable 240HZ
-Updated AMD drivers again (did NOT perform a clean installation but rather a new one directly from the website for AMD RADEON 5500 XT)
-Freesync OFF, ANTI-LAG OFF
-ANTI-LAG ON, FREESYNC ON AND ADAPTIVE SYNC ON- Same <Mod Edit>
-FreeSync off alongside with ANTI-LAG OFF too (apparently it activates by default

What specific 5500 XT are you using? Also, what are your CPU and GPU operating temperatures at idle and under load?
In the links above. I am not sure what you're asking about the specific GPU but there are no bottlenecking issues. CPU and GPU within normal-even below temperatures on idle and underload.
GPU idle is 29-32C (LOAD is just valorant so 40+C MAX 40C)
CPU idle is 30-35C (LOAD is just valorant, again, under 55 mostly)

I asked about the GPU because there are multiple variants, some with different cooling solutions and factory OC settings. Details matter.

The 5500 XT is not a high-end performer. It is likely struggling to keep up with your CPU.
