Only overclocking RAM

I got a ASRock z87 mitx motherboard fitted with a i7-4771 rig. Suppose I were to get a prosumer RAM kit (ie. gskill 2133 etc)

A few questions:
1. Will I be able to overclock my RAM despite having a i7-4771 cpu?
2. Is it possible only just to overclock the RAM, even I were to get say the 4770k cpu?
3. Suppose my motherboard is a H87, will I be able to overclock RAM (and perhaps GPU, but not CPU)
4. My research on this suggests that there are two very polarized opinions: one is that despite no real benefits to benchmarks or gaming, there is the marked improvement in using practical applications ie firefox/pdf/chrome, the other opinion is the opposite of that. Which is that case?

What data rate you can run DRAM at is dependent on both the mobo and the CPU - if the Mobo doesn't support the raate then simply out of luck, a 4771 may or may not run 2133, depends on how strong the MC (memory controller) is on the CPU. While both are relevant, most often the CPU is the primary factor, i.e. most any Z97 can 2800 DRAM, but to run it at 2800 will take a K model CPU
