Question Opinion wanted for new PSU

Hey everyone, I am having some problems with my PC where it keeps restarting on its own and I think its the power supply being damaged from common power outages and fluctuating voltages in my country.

There aren't many options available when it comes to power supplies either but I have found two options that seem reasonable.

1) CORSAIR RM750 CP-9020234-EU 80+ GOLD 750W
This one is listed at around £154

2) MSI MPG A650GF 80+ GOLD 650W
This one is listed at around £139

I am leaning more towards the Corsair one as its 100W more for around £15 more although I would love some insight.

My specifications are as follows;

CPU: AMD Ryzen 5 3600
CPU Cooler: MSI Mag CoreLiqiud 240R V2
Motherboard: MSI B450 Gaming Plus Max
Ram: 2x PNY 8GBF1X08QFHH38-135-K DDR4-3200MHz CL16
SSD: Samsung 970 EVO Plus NVME M.2 1TB
HDD: ST1000VX005-2EZ102 (Seagate SkyHawk 1TB)
GPU: MSI Radeon RX 6650 XT
PSU: Cougar CMX 700W 80+ Bronze
Chassis: MSI Mag Forge 112R
OS: Windows 11
Monitor: PHL 242E1GJ (Philips) 144Hz

Both are decent and plenty for your system. Are there no ATX3.0 units available?
Apologies as I don't understand much about PSU's, is that a newer type of PSU build for ATX cases?

I haven't really been looking into that so I am not sure if it is available where I live, I highly doubt it is available.
