Optifine not working properly

The optfine I tried to download still seems not to be making minecraft faster (more fps) I have around 10-30 fps with optifine, my labtop is around 6 years old, a VAIO Sony labtop with i3 core that runs on windows 7, is the downloadlink false or is my labtop old? (optifine.net is where I got my optifine)
If i did download it wrong, can someone write the correct steps and link?

Optifine is not a magical FPS increaser.
Basically, it allows minecraft to use more resources than its normally able, in your case, your hardware is likely too weak to benefit from optifine.
In the settings in game, do you see additional choices in regards to video settings?
