to my understanding "jailbrakeing" and ios device means you can download any app for the app store with out paying for it, would that also apply to in app purchasing?

and jailbreaking is not about piracy but rather unlocking the system files so you can customize ios in ways it is not intended to be. adding features not there and changing the look and feel of the device. it's called "rooting" on android devices and amounts to the same thing
