Over clocking G3258

I tried OC-ing my new CPU and I got set it to 4GHz. I ran Prime 95 and max temps were <75C.
I have stock cooler and my voltage is set to normal in bios or something like that. In CPU-Z when PC is idle CPU frequency sometimes drops to ~800MHz or just jump up and down and core voltage drops to 0.909V, Is this normal or should I change somehting in BIOS.

I have Z97 mobo and stock heatsking.

That's the normal power-saving functions kicking in. They are sometimes disabled while stability testing, but it's fine otherwise.
