P4 630 problem...?

From a few days i have a new processor P4 630 and a few problems
2 programs don't starts running instantly
ex: windows services(local)
regCleaner

I have to try for several times(clicking) to run the programs..and after that they work well.When i close them and I'm trying to start one more time the same problem.
A EM64T problem or HTT or L2/2M Cache?Because the last CPU was a Celeron 335J 2.8 without EM64T and HTT,L2/256
I'm running Win XP(not 64) i just re-install him yesterday, but now am sure there is no problem with Win.
With the old CPU i didin't have this problem...
What colud be the problem?

I wonder if this is related to the Execute Disable Bit? I've run into wierd problems with this, you could try turning it off and seeing if this is it ( google it I can't remember offhand ).

It would not be EM64T, HTT or the cache. Basically if these were problems then no one would buy a P4 8O . However the Execute Disable Bit°, is a feature on the 630 http://indigo.intel.com/compare_cpu/showchart.aspx?mmID=867291&familyID=1&culture=en-US I could see causing the problem.
