I am assuming that you cannot get passed the cursor in the corner... or are you able to progress to windows just not able to enter BIOS?
If you are able to boot into Windows you can use the Event Viewer. FROM 7forums "Type eventvwr in search and go to the windows log>application tab & system tabs.
Look for errors. Errors have red in the left hand column."
"Look for errors that say app hang, or app crash, or anything related to the problem. When you find them note the event ID and source codes and look them up in google. "
Or if you cannot boot even to the POST beep test, I would probably follow a troubleshooting list like..
First unplug all peripheral junk ( USB Drives, Printer, everything but mouse keyboard)
I know its silly but have you checked the PSU cables? are they both; 24 and 8, connected?
Have you made any recent system changes, like a new CPU, or RAM?
PSU unplugged
RAM removed and properly reseated?
CPU removed carefully reseated and Heatsink re-atached.
PSU plugged in and power on?
Just some things to try.
