I have this Packard Bell iMedia 1507 and the HDD wasn't working so I got a new one but now it is stuck on the splash screen and the HDD is clicking .

Your new drive is bad. If you don't need a large drive, I would suggest replacing it with solid state storage.

Is there a way to fix the hard drive? I tried opening it but I couldn't. No. Once a drive starts clicking it can only be properly repaired by the manufacturer.

This is why solid state drives are much better. You can also use an ide to sata adapter to use a sata ssd.
