Question PC acting bottle-necked after hibernation

My PC went into hibernation and after being woken up, all games run at 1-20 fps and the PC runs sluggishly in general.

I noticed that no matter how demanding the game, my CPU and GPU temps do not change from idle temps and fans do not increase their RPMs. It's like they just refuse to work harder than idle, like it's being bottle-necked or something.

I tried running 3DMark but it gets stuck at "detecting system info"

The PC seems to be working normally, just slow.

Does anyone know what might cause this?

Specs:

CPU: i7 13700K

Mobo: Gigabyte Z790 UD AC

GPU: Asus RTX 4080

Memory 64 GB Corsair Vengeance DDR5 5600MHz

Hello,
Thank you for replying. Yes, I power-cycled a few times. I also ran a virus scan just to safe, and ran crap cleaner. I don't see anything out of sorts in BIOS either.
