Question Pc acting weird lately

So i'm using my pc as always one day i wanted to change my lock screen wallpaper and it didn't change same as the profile picture, tried searching a solution did everything from gpedit disabling the "force locksreen wallpaper" to clean booting, then steam and gefroce experience and teamviewer and many programs won't even start i didn't find any solution so plz help me

well i've been experiencing this for a long time, so yes absolutely i've been restarting and turning it off

Do you by chance have another PC on your MS account? If the other PC is sync'd with your current PC, MS will sometimes want to use the same wallpaper for both PCs, making it difficult to make a change.

Yes but totally different wallpapers

Try unsyncing your laptop ans see what happens.
