Question PC BUILT DOESNT RUN

Just finished building a pc, when i turn it on all the fans and only fans rgb work but the mobo cpu led turns red and it turns off and then in turns on and cycle like that, the mobo has been used before but was recently transported while the cpu is brand new and never used.
The psu is also brand new and ive ensured all cables are connected except the +4 pin of the cpu.
CPU i5 9600kf
mobo z390 elite aourus
gpu gtx 1650
cooler master v2 750w gold
cpu cooler ID-COOLING FROSTFLOW
The psu makes like a switch sound when it restarts
Im worried a pin in the socket may be damaged

Yes bent pins do that (power cycles). Check the socket thoroughly with a magnifying glass from all directions. You may be able to straighten them with a suitable tool. I ve done it several times using a needle

ive tried and it seems some pin heads were missing so i just straighten them up to the point it kinda reaches contact, now the pc turns on and off, then it stays on while the mobo troubleshoot leds start blinking and it stays on BOOT. Good news i can get to the Bios now but i cant get passed that
