Question PC doesn't start. Possibly motherboard or CPU.

So, when I power on my PC the fans all spin up but nothing else happens. There is no output to either of the monitors and the caps lock button does not seem to work. Originally even the fans but that was fixed after removing and replacing the CMOS battery. I've since tried only using one RAM stick at a time, disconnecting the hard drive, removing the graphics card and using integrated graphics and resetting the CMOS but nothing changes the outcome. I've tested my PSU and it seems to be working which leaves only the motherboard or the CPU.

Have I missed something? And is there a way to tell which has the problem without swapping out for another CPU or motherboard, which I don't have. Thanks.
 
CPU: Intel Core i5 6500
Motherboard: Asrock Fatality B150 Gaming K4/Hyper Series
Ram: Corsair 2x4GB (DDR4 I think)
SSD/HDD: 1 TB SSHD (unsure of any other details)
GPU: Gigabyte GTX 1050 6GB
PSU: 500W unsure of any other details (came with a case)
OS: Windows 7

I put a paper clip between the green pin and ground on the 24 pin connector. then I checked the voltage outputs of the PSU with a multi-meter.
