PC doesn't switch on !

A strange problem started to happen all of a sudden !
I will be working normally as any other day and suddenly the system will hang, the screen picture will mix up (what's on the top will be on the left and what's on the left will be down ..etc) it'll be really mixed up. Then when I switch it off forcefully it won'switch on again. Then I could hear the fan rotating but not to the normal speed that makes the PC starts.
After many tries, miraculously, it'll switch on ?

Why is this problem and how to rectify it?
Can you help me with your suggestions ?

It's almost 4 years since I took it. the specs are as the picture:

it's probably just because you have an aging system so probably your motherboards integrated graphics are going bad and probably a couple other things. so your best bet would be just to consider a complete replacement but salvaging maybe the hard drive, would you consider building one or would you just buy one retail?
