Question PC gets stuck at VGA LED ?

Hello!
After a routine cleanup of my PC I can't seem to get it to boot. The motherboard's white light is on continuously, indicating a VGA issue. I tried inserting my graphics card (and another really old one, separately) in all PCIe slots, which didn't work. Tried reseating CPU and RAM. CPU doesn't have bent pins, neither do the pins have thermal paste on them. RAM didn't work until I cleaned the slot with a paint brush (doubt it has something to do with this, I have cats so it was probably hair). Tried all combinations of RAM, one and both sticks. Both graphic cards and RAM sticks work in another PC. PC worked before without problems.

ASUS ROG STRIX B450-F GAMING
AMD Ryzen 5 1600
Corsair Vengeance LPX 3000MHz (2x8GB)
EVGA Geforce GTX 1660 Twin-Fan
Corsair TX550M (550W Gold)

Update: CPU works in another computer flawlessly. And another CPU with integrated graphics works flawlessly in my PC's motherboard.
However, as long as MY CPU goes into MY Motherboard, it gets stuck at VGA.
THIS MAKES ZERO SENSE.
