Question PC hangs with new CPU

Hello everyone.. i am having a issue with my new cpu, i recently posted on here about the issue with overheating but i am now come to terms that its just a HOT chip, but i am also having a different issue with my pc, Every now and then my pc hangs for a couple seconds from time to time.. a restart usually gets rid of it, after restarting it goes away , but on certain boots it does hang(not during the actual boot but in windows when opening apps we browsing etc). its like every other restart it does it.. i have tried changing my vcore lowering/setting it higher/ changing my ram speed and it still persits, sometimes it hangs and restarting fixes it and sometimes it doesnt.. This never happened with my old cpu (i5 6600k)
Specs:

i7 7700k 4.5ghz @ 1.20v
asus sabertooth z170 s (bios up to date)
16Gb g.skill tridentz @ 3000mhz
Radeon rx 580 8gb
Crucial 500gb ssd + 1TB HDD
600 w evga psu 80+ bronze

Any suggestions?? 🙁
 
You've come to terms that it is a HOT chip, but how hot does it get? I haven't read your other post but it does sound like your cpu could be throttling.
it gets HAWT lol

So it idles at about 44 45C but right now as im typing this and just web browsing it is at 60C lol... but whne gaming under full gamign load its running at 55-65C which is normal its not supposed to throttle till 100c i believe lol
