[SOLVED] PC Infinite Circle since installing new RAM and now old RAM won't work

My PC won't boot up properly since receiving and installing my 2 new 16GB Corsair Vengeance RAM sticks 3000Mhz. I had 2 8GB Corsair Vengeance RAM sticks 2133Mhz inserted before. I also tried switching back to the old ones and it doesn't work that way again either. I recently installed a Ryzen 5 3600 too ( about a month ago - not sure if that changes anything). I've tried replacing the CMOS battery and moving the jumper however unless the jumper is always on clear CMOS setting all the time the computer boot loops and restarts. And even when the jumper is on the Clear CMOS setting all I can get too is the BIOS. I have no idea what to do. All of the BIOS settings are on auto.

These are the things I've tried:
Removing the CMOS and switching the jumpers.
Using only 1 stick.
Trying every slot.
 
Solution
Did you make sure you had disconnected the power cord when you swapped memory modules? There's still power to the motherboard with the plug plugged in, even when in 'off' mode.
