Question PC is neither booting nor showing BIOS after reconnecting HDD ?

So, I've had my fair share of trouble with upgrading my PC in the last week.
I got these new:

Motherboard: Asrock B650E Steel Legend Mobo,
CPU: Ryzen 7 9800X3D
RAM: 32GB

I got all of that last Tuesday and right that day my PC wouldn't boot up so I sent it for repairs.
I got the PC fixed yesterday and turns out they had to reprogram the BIOS and everything worked.
Fast forward to the next day, today, when I just wanted to reinstall my 2TB HDD which I took out before sending PC in for repair.

I plugged the HDD into my PC and first problems started here. PC would only boot up to BIOS and there would be no boot options, none.
I then took out the HDD and the PC booted up normally. I thought the problems were fixed, turned off my PC and put the HDD back in.

Now my PC starts up, but won't even get to the AsRock logo for me to enter BIOS, doesn't matter if the HDD is connected or not. The monitor seems to be getting a signal, but it's just a black screen.

I'm tired, frustrated and I'm liking building my own PC less and less. Please help so I don't have to take my PC in for repairs again as I need it for work.
 
You bought these parts new a week or so ago, it wouldn't boot, they (the seller?) reprogrammed the BIOS, it wouldn't recognise the drive after and now it won't even get to the splash screen regardless of whether the drive is in or not?

I'd first assume a faulty motherboard and ask for a replacement before wasting any more time trying to fix it.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

How old is the HDD?

Did the shop you sent the system for repair, reinstall the OS while all your drives were hooked to the build? Might want to clarify what it is they did in BIOS.

Some thoughts:

1). If your hard disk is has a serious fault, the BIOS may have difficulty recognising the drive. A faulty hard disk or SSD can make the PC hang at startup. The normal fix (as you've found) is to unplug the offending drive from the computer.

2). Windows checks the "dirty bit" status of your drives when it starts up. If Windows finds the bit is 'set', it will run CHKDSK on the drive(s) at the next reboot, looking for errors. The dirty bit is cleared when Windows shuts down normally, but the dirty bit may remain set after an abnormal shutdown, triggering CHKDSK on restart (if the system ever gets past the initial POST and Windows starts loading).

3). Adding a hard disk might move your boot drive (SSD?) further down the boot drive list. The PC will probably attempt to boot from the hard drive, which may not contain an operating system. If the BIOS does not attempt to boot from other drives further down the list, the PC will hang.

Suggestions

You need to prove whether or not your hard disk is faulty. If you have another computer, connect the drive to this second computer. If you have only one computer, obtain a USB 3.5in/2.5in hard disk caddy and connect the drive to a USB port after the computer has booted into the Windows, etc.

The monitor seems to be getting a signal, but it's just a black screen.
At the moment the symptoms are pointing to a "bad" hard disk. I do hope you had all your important files backed up elsewhere. I have a large pile of dead and dying hard disks, accumulated over the decades.
