Hi I recently made some changes to my pc as my old mobo was faulty these are my specs:
ryzen 5 3600
asus b450m-kII
seasonic psu 550w gm-500 gold rated
16gb of klevv ram
msi gtx 1070 gpu
anytime ive tried to boot up my pc all the fans spin and mouse anr keyboard light up, but no display. the only thing i have tried to do was take my gpu to a repair shop however they said it was working, so maybe it is my cpu since my mobo i just bought yesterday, any help would be appreciated.

This is really hard to diagnose unless you have another am4 CPU to rule out that your CPU is indeed bad. you could also get a quick replacement for the motherboard you got the other day if you got it from a store.

On the motherboards box, did it say 'ryzen 3000 desktop ready?' (to be honest,it should do.) So when you turn it on, you cant even get onto the BIOS screen? Also, with the change in motherboard, it is highly recommended to do a fresh install of Windows. (but I realize this isnt possible in your current situation.) Have you tried clearing CMOS?

My PC, with a new motherboard (ASUS B450M-KII), Ryzen 5 3600 CPU, and MSI GTX 1070 GPU, is not displaying anything despite fans and peripherals working. Could it be a CPU issue, as my GPU was tested and is fine?
Please make your own post and don't jump on someone else's asking for advice, (even though it's a similar issue, wires can get crossed and it can become confusing.)

Ok so, ive ordered a cheap am4 cpu (r5 1600x) to test if my cpu is the issue, ive tried booting it with 1 ram and switiching the ram slots and still no display.
If it still doesnt work then im completely lost :/

Do you still have issues?
If yes then try to put the dvi/displayport cable into your graphics card, if you still have no display then either you need to have a cpu with onboard graphics and check the option to use only external graphics in GPU, save and check the graphics card after, or you need to fully check your graphics card on another platform, check in benchmark, stress, stability, temperatures to be sure the graphics card in a fully working condition.
Then you must check the different components besides your motherboard like RAM and PSU, and check the compatibility of your motherboard with different Ram like Hynix, Samsung, Kingston.
Check if PSU is stable even with 65% load for at least 2 Hours.
But I also think your motherboard might be faulty.

If yes then put the cable into motherboard's onboard graphics slot, if it may only support vga/dvi, so you must have 1 of the cables.
Check if you have any display output through that slot.
r5 3600 doesnt have on board graphics :/

Also check if your motherboard is not shorted to case, as a last resort try to run your motherboard without any case.

my motherboard is brand new tho 🙁 i can confirm my gpu is able to work on another system and even with diff ram doesnt work

Yeah, before burying motherboard, clean the pins of your GPU and RAM via eraser(sometimes helps) and try to run it without any case, if still no display then try to RMA your motherboard if possible.
Remember to place your motherboard on non-conductive material.
