Question PC keeps booting then shutting down. Need Help!

I hadn't used my pc in maybe 3 months, then when I tried to start it up today the pc would turn on (fans and lights running) but within around 10 seconds it would shut down and restart. This process continues infinitely. My tv won't pick up a signal in time to see the bios or startup. I have tried removing the power button pins and using a screwdriver to touch the pins but the problem continues. I am not the best with computers. What should I do?

No one is going to be able to proceed very far without at least a few basic facts about your system....(we often refer to these as 'specs'! )

Can test something basic as a clear cmos.
Maybe also reseat parts like gpu and ram.
