So...Lately I've been having an issue where my PC has been crashing, freezing and restarting randomly. The gpu temperature is between 50-80c in-game , and the cpu maxes out at 70c. In PUBG the fps drops to 2 and when i alt tab windows becomes unresponsive and completely unusable then the screen goes black and the computer restarts.

SPECS:
Intel Core I7 3770
Nvidia Geforce GTX980(stock cooler)
24GB Ram
MSI Z77A-G45
Noctua Cpu Cooler
Windows 10 Pro (Build 1803)
Crucial MX500 500GB
Seagate Barracuda 2TB

I don't know whether it's a hardware issue or an OS issue

Solution

1. Uninstall your drivers...

For how long should I stress them?

I'm almost 10 minutes into the CPU stress, the PC is unusable the mouse is not moving fluently. Is this normal?
Also the crash is completely random , and it's not in games only, happened to me as I booted windows and launched chrome

Yes - normal. Next test the GPU.

Stressed the CPU for 20minutes and the GPU for half an hour, no crashes no nothing, max CPU temp was 74 and the GPU was 81.

1. Uninstall your drivers from control panel, then reinstall them.
2. If that doesn't work, after making sure display drivers are removed from control panel, use this tool to ensure all remnants are removed:
https://www.guru3d.com/files-details/display-driver-uninstaller-download.html
3. Check GPU-Z like I told you earlier on the monitoring tab and see if there's a power or thermal limit while gaming.
4. If all else fails, you're going have to back up your data, format and reinstall windows.
